Phase 3 Delivers ResourceLink Consultancy to SOCA

The Serious Organised Crime Agency (SOCA) is an Executive Non-Departmental Public Body sponsored by, but operationally independent from, the Home Office. The Agency has been formed from the amalgamation of the National Crime Squad (NCS), National Criminal Intelligence Service (NCIS), that part of HM Revenue and Customs (HMRC) dealing with drug trafficking and associated criminal finance and a part of UK Immigration dealing with organised immigration crime(UKIS).

Phase 3 Consulting were called in by SOCA to help deliver ResourceLink and Cognos Consultancy. "Phase 3 Consulting provided an experienced consultant with strong business and technical knowledge in respect of both Cognos reporting tool and Northgate's ResourceLink product. It is unusual to find someone with such a thorough understanding of the underlying data across a wide range of modules of a leading package software product (in our case ResourceLink's recruitment, core hr, absence management, payroll, costing and training modules) and to understand the business and system context in which the data is created.

This enabled Phase 3 Consulting to interact easily with our business users and other project resources, and to construct an appropriate set of reporting deliverables using an iterative style of development. Phase 3 Consulting also provided consultancy advice in the governance around Cognos, introduced improvements in the way we had constructed catalogues and transferred knowledge to both users and project resources. Even some of our most knowledgeable project resources learnt new things from the Phase 3 consultant.

Phase 3 were able to get up and running rapidly without involving much time from other resources involved in the project, at a time when the workload was high and resources under pressure. This in itself was a positive impact. They ensured that the project caught up with a range of outstanding reporting deliverables and introducing short term wins to relieve the pressure on central project resources until such time as reporting could be devolved out to the business. This all contributed to completing the reporting workstream and moving the status of the project back from amber to green.
